Allow a maximum number of PIN tries per Password Link

Allow a maximum number of X (setting; default: 3) tries to decrypt a PasswordLink.

If the number is exceeded, lock the PasswordLink and send an E-Mail to the PasswordLink creator, who then has to manually unlock the PasswordLink (via special link).
